When you travel to Malaysia and apply for a visa, you will be asked to submit a copy of your Japanese family register and other documents.
If you submit the Japanese official document as it is to the destination in Malaysia, it will not be accepted.
You will be instructed to "obtain a consular certification from the Malaysian Embassy in Japan.
Malaysia is a non-member of the Hague Convention
If a country is a signatory to the Hague Convention on the Non-Authentication of Foreign Public Documents (the "Non-Authentication Convention"), the document can be submitted to the other country simply by obtaining an apostille, but Malaysia is not a signatory to the Hague Convention.
Therefore, it is necessary to notarize the document according to the following process.
Official documents: Obtain official seal confirmation from the Ministry of Foreign Affairs → Obtain consular certification from the Embassy of Malaysia in Japan
Private document: Obtain official seal confirmation at a notary public → Obtain consular certification at the Embassy of Malaysia in Japan
Official documents can be received after 4 working days from the date of application.
You can apply for the official seal confirmation at the Ministry of Foreign Affairs either by mail or at the counter, but you will receive it after 4 business days in both cases.
There is some information on the Internet, such as "if you apply at the counter, you can receive it the next day," but this was the response before the Corona epidemic. Please note that this is old information.
Once the official seal is confirmed, apply for consular certification at the Malaysian Embassy in Japan!

It tends to take a lot of travel expenses and huge amount of time to visit the Malaysian Embassy in Japan by yourself to apply & receive the documents after certification.
If you consider all the document preparation, translation work, and travel time, you will find that it requires more time than you can finish in a very short day.
From a cost-effective perspective, we recommend the use of an administrative scrivener specializing in obtaining Apostille & Consular Certification who has an office near the Embassy of Malaysia in Japan.
If you have to redo the process by yourself, you will lose a lot of valuable time before your trip, and you will end up in a situation where you wish you had left it to an administrative scrivener who is familiar with the process from the beginning….
If the documents are not properly authenticated, you will not be able to complete the procedures after you travel to Malaysia, which will be a big problem.
