Obtaining Consular Certification for Documents Bound for Vietnam [Apostille, Translation]

When applying for a visa to travel to Vietnam, or when dispatching employees from a Japanese company to Vietnam, Japanese documents such as a copy of the Japanese family register are required to be submitted to the Vietnamese authorities.

Japanese official and private documents will not be accepted if submitted as is to the destination in Vietnam.
You will be instructed to “obtain notarization and consular certification at the Vietnamese Embassy in Japan.

Vietnam is a non-member of the Hague Convention

If a country is a signatory to the Hague Convention on the Non-Authentication of Foreign Public Documents (the “Non-Authentication Convention”), the document can be submitted to the other country simply by obtaining an apostille, but Vietnam is a non-member of the Hague Convention.

Therefore, it is necessary to notarize the document according to the following process
Official documents: Obtain official seal confirmation at the Ministry of Foreign Affairs → Obtain consular certification at the Vietnamese Embassy in Japan
Private document: Obtain official seal confirmation at a notary public → Obtain consular certification at the Vietnamese Embassy in Japan

Private documents can apply for and obtain official seal verification on the spot.

Official documents can be received after 4 business days from the date of application.
You can apply for obtaining official seal confirmation at the Ministry of Foreign Affairs either by mail or at the counter, but both of them will be received after 4 business days as well.
*There is some information on the Internet, such as “if you apply at the counter, you can receive it the next day,” but this was the response before the Corona epidemic. Please note that this is old information.

Once the official seal is confirmed, apply for consular certification at the Vietnamese Embassy in Japan!

Once the official seal confirmation has been obtained at the Ministry of Foreign Affairs or the notary public's office as described above, the next step is to apply for consular certification at the Vietnamese Embassy in Tokyo's Shibuya Ward.

Applications for consular certification are accepted in the morning and in the afternoon until 3:30 pm.
